A general online services regulator might bring to bear enhanced investigatory and rule-making powers wherever technologies or business practices are anti-competitive, unfair, deceptive, abusive, insecure, data extractive, or likely to violate civil rights. The requirement to consider effects on information diversity within online services rule-making will ensure that new rules promote pluralism over continued concentration.
